Instructions
1. Mix Cocoa and Sugar
In a small saucepan, whisk together cocoa powder, sugar, and salt.
Add 2 tablespoons of milk and stir until it forms a smooth paste.
2. Heat the Milk
Pour in the rest of the milk and place the saucepan over medium heat.
